Norfolk County has announced the appointment of Angela McMillan as its new General Manager of Emergency and Social Services. Her appointment follows an extensive search and interview process and will take effect on February 9, 2026.
McMillan brings more than 25 years of leadership experience in community health and non-profit management. She has a strong background in strategic planning, operational excellence, and system integration. Over her career, she has led large teams, managed multi-million-dollar budgets, and delivered initiatives that improved services, strengthened partnerships, and increased positive outcomes for communities.
Originally from Norfolk County, McMillan is committed to using evidence-informed solutions to address the social factors that affect health and well-being. In her new role, she will oversee Fire Services, Emergency Medical Services, Norview Lodge, and Housing and Social Services.
Norfolk County also thanked Bill Nolan for serving as Acting General Manager during the transition. Nolan will remain in the role until February before returning to his position as Administrator of Norview Lodge.
