A major update has been released in a Simcoe homicide case, with police now laying two first degree murder charges against a local man.
The investigation began on October 5, 2025, when Norfolk County OPP responded to a home on Head Street South and found 71-year-old Barbara Morgan of Simcoe deceased. A postmortem later confirmed she was the victim of a homicide.
Just over a week later, on October 16, investigators discovered human remains in a wooded area off Highway 6, west of Caledonia. The remains were identified as 49-year-old Robert Sykes of Simcoe. His death was also ruled a homicide following an October 17 postmortem examination.
OPP announced that on November 27, 2025, 45-year-old Justin Morgan of Simcoe was charged with two counts of first degree murder. Police say an earlier second degree murder charge has now been upgraded. Morgan remains in custody and is set to appear in court in Simcoe today (November 28).
The Norfolk County OPP Crime Unit continues to lead the investigation with support from the OPP Criminal Investigation Branch, the Office of the Chief Coroner, the Ontario Forensic Pathology Service, and OPP Forensic Identification Services.
Anyone with information that could assist police is urged to contact Norfolk OPP or Crime Stoppers.
